Ryan Mast

Ryan Mast serves as Senior Infrastructure Partner where he champions critical infrastructure initiatives across New Mexico and West Texas. He partners with public entities to advance sustainable infrastructure improvements and serves as SP's subject matter expert on natural disaster-related projects nationwide.

Since joining SP, Ryan has stewarded impactful progress in his home state, leading a landmark state contract for EV and charging infrastructure, also catalyzing meaningful initiatives for clean water systems, microgrids, solar, modular housing, and others. His ability to navigate complex public sector environments and translate resilience-focused solutions into action has made him a key driver of SP’s growth in the Southwest.

Prior to joining SP, Ryan served as Environmental Health Department Director for the City of Albuquerque, where he led the city’s sustainability, air quality, and environmental health programs. He oversaw development of Albuquerque’s Climate Action Plan and strengthened the city’s resilience to environmental hazards.

Before moving to Albuquerque, Ryan worked at the City of New Orleans, holding roles as Hazard Mitigation Administrator and Director of the Office of Resilience and Sustainability. He also devoted more than eight years to the Federal Emergency Management Agency, playing a key role in the $20 billion recovery effort following Hurricanes Katrina, Rita, Gustav, and Ike.

Ryan holds a Master of Arts in Latin American Studies from Tulane University and a Bachelor of Arts in History and Political Science from Illinois College. He holds a Professional Certificate of Management from the University of Notre Dame, is a Certified Floodplain Manager and Federal Grants Manager, and is fluent in Spanish and Portuguese. Ryan has a deep passion for giving back to the communities and state where he and his family call home.
