Ashley Ewing

At the heart of Ashley’s practice is SP’s Master Goods and Services Agreement, a sophisticated, modular contracting framework she developed, refined, and deployed across SP’s full project portfolio. The MGSA and its suite of Riders govern how SP structures relationships with the vendors who design, engineer, procure, install, construct, and manage infrastructure vendors on SP’s behalf, creating the contractual foundation that allows SP to fund and deliver complex projects. She has executed hundreds of agreements with a broad and growing network of vendors including major manufacturers and specialized service providers across EV charging, electric mobility, water infrastructure, and beyond.

Ashley works closely with SP’s Infrastructure Specialists nationwide, helping early in the project lifecycle and navigate complex challenges before they become downstream problems. She has also played a meaningful role in strengthening SP’s presence in Hawaii through team collaboration and direct project engagement. She is a trusted resource to SP’s leadership team, helping develop creative, legally sound solutions.

Ashley’s work directly supports SP’s mission as a public benefit company: every contract she closes is a step toward a project that reduces a customer’s energy costs, decarbonizes its operations, or modernizes its infrastructure.

Before joining SP, Ashley was a Senior Associate at Holland & Hart LLP in Denver, where her practice spanned commercial transactions, M&A, and renewable energy project development — experience she also shared as a seminar instructor through EUCI on utility contract drafting for non-lawyers. Her legal career began with a stint as a Legal Extern at the U.S. Department of Energy’s Office of Energy Efficiency and Renewable Energy, focusing on government grant contracts for clean energy projects.

Ashley holds a J.D. and Certificate in Natural Resource and Environmental Law from the University of Denver Sturm College of Law (Associate Editor, Inter-American Law Review), a Certificate of Alternative Dispute Resolution from Pepperdine University, and a B.A. in Industrial Organizational Psychology from Point Loma Nazarene University.
